The Rt. Hon. George Owino Okode, MBS is among the longest-serving County Assembly Speakers in the Republic of Kenya. He has presided over Siaya's legislative chamber across three uninterrupted terms — first elected in March 2013, again in 2017, and once more in September 2022 with a near-unanimous 38 of the 40 votes cast.

A distinguished Advocate of the High Court of Kenya, he hails from Asembo in Rarieda Sub-County. His leadership has been defined by an open-door policy, regular consultation with Members of the County Assembly, and an unwavering insistence that oversight of the Executive is a sacred trust between the people and their representatives.

In 2013, when the High Court nullified Governor Cornel Rasanga's election, the Rt. Hon. Okode acted as Governor of Siaya County for three months. He served lawfully, briefly, and handed over without controversy — making him the only living Kenyan to have presided over both arms of a County Government.

Now, after thirteen years of presiding over every budget, every Bill, every CECM appointment, and every constitutional moment Siaya has faced — Speaker Okode is ready to take that institutional knowledge into the Governor's office.

First Elected Speaker, County Assembly of Siaya

Inaugurated the legislative arm of Siaya's first devolved government. Set the procedural and constitutional foundations the Assembly still operates on today.

Acted as Governor of Siaya County

For three months, following the High Court nullification of the gubernatorial election, he served lawfully and competently — and handed over without controversy.

2017

Re-elected Speaker (2nd Term)

Returned to office by the Second County Assembly of Siaya, continuing the work of strengthening oversight, legislation, and representation.
